DBA International Member Appointed to Washington Collection Agency Board

Congratulations to DBA Member Ray Henning with Dynamic Strategies Inc. on his recent appointment to the Washington Collection Agency Board as an industry member. Board members serve a 4-year term during which they make recommendations necessary for the welfare of the state and the public, and the welfare and progress of the collection agency business. The board reviews administrative rules, hears disciplinary cases, and hands out appropriate penalties.

Ray has extensive experience with collection operations and sales as a former Vice President for OSI Collection Services. Ray was also part owner and Vice President of Southwest Credit Services in Phoenix. Currently he serves as President of debt purchasing company Dynamic Strategies, Inc. having purchased over 150 portfolios with face value over $140M.

“Being actively involved with DBA International and serving as a WA Legislative Committee Member has honed my skills and prepared me for this new appointment,” stated Ray. “I value the ethics and expertise of my industry colleagues and DBA International’s commitment to crystalizing national standards for the debt buying industry to ensure that members are aware of and are complying with state and federal statutory requirements, responding to consumer complaints and inquiries, and are following debt buying industry best practices.”

In 2013 Washington State Legislature adopted the DBA-supported bill, ESHB 1822, that added “debt buyers” to the definition of a collection agency. The new law makes all debt buyers and others who meet the definition of a collection agency subject to the Washington Collection Agency Act (RCW 19.16) and current administrative rules (WAC 308-29). It also clarified that licensees are prohibited from engaging in the unauthorized practice of law.

The Washington Collection Agency Board is made up of 5 members: the Chair appointed by the Director of the Department of Licensing and four members appointed by the Governor, including 2 licensees who are a collection agency owner or executive employee for 5 years or longer and who will remain actively engaged in the collection agency business for the length of their term.
